How to read this map
- It counts permits, not problems. A permit means someone repaired or replaced a foundation with City approval. Plenty of repairs, like sealing small cracks, don't need a permit, and some work is done without one.
- Per 1,000 homes is the fair comparison. Big neighbourhoods have more permits simply because they have more houses. We divide by the number of detached, side-by-side and duplex homes in City assessment records, and only rate areas with at least 300 of them.
- Busy areas aren't necessarily worse. A high rate can also mean owners there are investing in their homes. Winnipeg's clay moves under every neighbourhood; this map shows where people are acting on it.
- Permits marked "Foundation Repair" or "Foundation Replacement". Foundations poured for new buildings are left out. The latest year runs to September 29, 2026.
